The Welwitschia Legal Advice Centre was set up in December 1998(The Angolan Advice & Information Centre) by a group of young Angolan intellectuals with the objective of helping fellow community members have easy access to the mainstream services .They felt that members of the community were facing a lot of difficulty in accessing services due to language, cultural, barrier, and lack of knowledge of their rights and entitlements in the UK. At the beginning it was run by volunteers only in a small flat in Ponders End, Enfield. In 2001, it managed to get its first funding and moved to a Catholic Church building at West Green Road, Tottenham Haringey. After three months it secured an office space at Imperial House Building, (it’s a current Home). In October 2007 it changed its named to Welwitschia Legal Advice Centre due to higher demand of its services by other fellow African, especially African Portuguese speaking migrants and refugees it also changed its objectives. Currently the centre employs only one full-time Adviser co-ordinator and dedicated volunteer who work tirelessly to help fellow community members. The dedicated staffs at WLAC include a diverse array of individuals who share a deep commitment to issues of concern to the African Portuguese Community. In March 2008, it incorporated as charitable company limited having no share.As such, WLAC is uniquely positioned to address the highly complex culture specific needs of the African Portuguese speaking migrants in the UK.
Mission Statement Welwitschia Legal Advice Centre is a Registered Charity (Charity number: 1079703…) and Company Limited by Guarantee (Company number: 6528173….) set up in 1998 to facilitate the integration of African Portuguese-speaking migrants and refugees in the UK through the provision of information ,advice, guidance and through offering support services aimed at increasing access to mainstream services.
Aims and Objectives
AIM 1 To facility the integration of African Portuguese-speaking migrants and refugee into mainstream society Objectives:
1. To provide information, advice and guidance on employment, training and education opportunities. 2. To seek to upscale community members’ skills by sign-posting training and learning opportunities. 3. To provide support services ensuring that community members are able to reach their full potential. 4. To broaden the employment and economic prospects of community members. 5. To empower community members to became financially independent. 6. To educate African Portuguese-speaking youth about their socio-cultural heritage and nurture a sense of cultural identity/ belonging among younger generations.
Aim 2 To provide relief to the needs of African Portuguese- speaking migrants and refugees living in the UK Objectives:
1. To help community members with their needs and support them to achieve a better quality of life in the UK. 2. To provide information, advice, guidance and support I relation to immigration, legal welfare and healthcare services. 3. To reduce social isolation by addressing social and recreational needs, as well as providing emotional support.

AAIC Work Sofar
The WLAC is a voluntary community charity organisation. It was set up in December 1998. The main reason for its foundation was to help Angolan community access the mainstream services, not to suffer in silence through lack of knowledge of their rights and entitlements in their host country. Another reason was to combat poverty and help the community integrate into the British society. Today though, the WLAC services is offered not only to Angolan nationals but also to other ethnic minority (mainly African Portuguese Speaking nationals, People of African descent and any member of public who need its services). The demand of our services is increasing day by the day. We now serve up to 10 clients per day. Yet in terms of funding, the WLAC continue to struggle. We hope that this situation will change in the forseable future.
Over the past nine years, the WLAC has been making a lot of difference to the lives of its beneficiaries. In fact changing lives for the better. Hundreds and hundreds of people have been helped in claiming benefits that they were entitled to, to get accommodation or prevented from being evicted from their homes. Other were helped in getting leave to remain in the UK, access legal services, help with interpreting and translation services. Many clients also benefited from our career and employment advice and guidance. Those who followed our advice, have managed to reach Universities and others are currently working in big companies. Education is the most powerful weapon in life. Therefore the WLAC always encourages clients to take education seriously, it encourages children and young people to work extra hard at school in order to succeed.
The WLAC's staff are from refugee background themselves. They know the client's problems in and out. That is why clients are treated with compassion, humildity, empathy and respect. The majority of our client live in deprived areas and often unemployed or take up low income jobs. Day by day , they struggle to make ends meet and very often they still need help with interpreting and translation.
Like any other charitable work, our work requires a lot of patience and sacrifices. Once someone in need finds out about the WLAC, there is no stop in coming and they spread the words to others. The WLAC has become the first point of information and advice to Angolan community, African Portuguese Speaking countries nationals and other ethnic minority who need our services. It acts like a CAB to the community. It has forged links with other voluntary community organisation and is a member of many umbrella organisations including Advice UK, Evelyn Oldfield Unit, ILPA and NCVO.
Clearly, it would not be possible without the help and support of our funders past and present including; London Councils, Lloyds TSB, Bridge House Trust, Trust for London, Comic relief, Home Office Community development Fund, Baring Trust Foundation and Big Lottery Fund. Mr. Nsingui Joao-Pedro Lunguela was born in Quibocolo-Zombo, North Angola. He was educated at Institute of tropical Agriculture, Altenburg Germany where he obtained HND(1984-1988) and at Imperial Wye College, University of London where he graduated with 2:2 honours in Agriculture(1994-1997). He speaks Portuguese, Spanish, French German and two other African languages. Apart from that he has taken part in different trainings to further develop his professional career. Mr. Pedro as he is widely known not only within the Angolan community but also PALOP community (African Portuguese Speaking communities), got the idea of establishing first an advice centre for Angolan in December 1998 as he felt that there was lack of culturally and language appropriate services specifically for Angolan and other African Portuguese speaking countries. Due to high demand of its services not only to Angolan but to other African Portuguese Speaking countries and other minority ethnic , it changed its name to Welwitschia in 2007. At the beginning he started to work at the centre as volunteer adviser and interpreter. It meant that he had to work long hours for the sake of the community. Mr. Pedro is a dedicated and committed community leader who is always ready to serve the community when is needed. Under his leadership, the WLAC has gone strength to strength and has become the leading African Portuguese Speaking community organisation in the U.K. Currently, he is a full-time Adviser/ Chief Executive.
He is always more concerned about the needs and the problems that affect them. He is helping not only African Portuguese Speaking Nationals but also other minority ethnics who seek WLAC services so that they can settle with dignity in the UK society i.e. help with social inclusion, empowering clients with their rights and entitlements, get employment and contribute to the host society. He believes that clients should be treated with passion, respect and compassion and that no-one can suffer due to lack of knowledge of their rights. He sits in different Committee Management Boards of Voluntary Community Organisation.
Amongst his interest includes; Current affairs, social policy, poverty, voluntary community issues, football, reading, walking, Latin American and African music.

PERFIL DO FUNDADOR DA WLAC NO REINO UNIDO Sr. N. João-Pedro Lunguela, nascido em Quibocolo-Zombo, provincia do Uige, Norte de Angola. Residente no Reino Unido desde 1990, começou os seus estudos primarias e secundarias em Angola, tendo concluido, depois teve a oportunidade de viajar para Europa concretamente para Republica da Alemanha(1984-1988) onde continuou estudos no Instituto de Altenburg, tendo concluindo o curso de Agricultura Tropical.
Depois então partiu para o Reino Unido, onde continuou os seus estudos superiores na Universidade, Imperial Wye college, University of London(1994-1997), tendo terminado com excelente aproveitamento e considerado como um dos melhores alunos da Universidade. Terminado os seus estudos superiores então parte para a luta que é o seu enquadramento na sociedade que é o objectivo do qualquer um. Depois de muita luta consegue um emprego, onde trabalhou por 2 anos. Ai o Agronomo pois vendo as dificuldades o sofrimento que os Angolanos e outros compatriotas PALOP encontravam e passavam, quando chegavam , como aqueles que encontravam-se ja aqui a mais tempo, não teve meias medidas em pensar melhor forma de ajudar os seus irmãos e compatriotas quando chegassem naquilo que estivesse dentro das suas possibilidades. Sendo um individuo que fala e entende mais de 6 linguas, então parte para nova luta, no sentido de abrir uma instituição de apoi aos Angolanos e outros cidadãos PALOP que vivem e chegam aqui no Reino Unido com os mais diversos problemas.
E ai que então solicita o apoi de entidades pertencentes ao governo e privados no Reino Unido para que podessem patrocinar o seu projecto. Com muita humildade, respeito e abnegação continuou a sua luta. Sabiamente escreveu a algumas entidades e responderam dizendo que e uma grande ideia, e algumas delas apoiram o projecto e outras apoiam ate a data presente o que faz com que ele, continue de pe ate ao presente momento.
Popular entre a comunidade Angolana e PALOP em geral no Reino Unido, este Agronomo, a sua palavra tem sido ouvida e reconhecida pelos seus pares (e autoridades Britanicas). Como uma das mais validas e persistentes na defesa dos direitos e bem estar dos Angolanos/PALOP no Reino Unido. O Gabinete que foi inaugurado sem as minimas condições em 1998, hoje em dia tornou-se rapidamente um ponto de refugio de apoio de aconselhamento dos Angolanos e PALOP recem-chegados menos afortunados no Reino-Unido. A actividade deste Angolano preocupado com vida e o futuro dos seus concidadãos não é facil. O maior problemas que acarreta esta associação são os fundos. O Tio Pedro, como é popularmente conhecido na comunidade PALOP coloca sempre no topo das suas peocupações pessoais os problemas do povo.
O Sr. Pedro não deixa que a comunidade sofrer por falta de informações e assistencia juridica e os seus direitos. Ele esta sempre pronto ajudar a comunidade a ter acesso as oportunidades existentes para eles. Ele fez tudo com que hoje o Centro seja a maior organização comunitaria Dos PALOP no Reino Unido. Hoje o centro continua ajudar a comunidade integrar-se e adaptar-se no seio da sociedade Britanica. Tudo isto fruto de muito trabalho e sacrificio. |
